Earlier today the Senate Committee on Homeland Security and Government Affairs voted to send the DC Voting Rights Act to the full Senate. In addition to the Democrats on the Committee, GOP Senators Collins (ME), Coleman (MN), and Voinovich (OH) voted yes on the bill. It was unfortunate that our neighbor, Senator Warner of Virginia, chose not to listen to his House colleague, Representative Tom Davis, and voted against giving the District a vote.

I really liked what Senator Norm Coleman had to say. He spoke about his experiences as an urban mayor, and how things in his city were really affected by what the federal government did. He also said it was time to end the “paternal” relationship Congress has over the district, as it was not fair and just wrong. It’s nice to see a member of Congress draw from his or her own experiences and do what they think is right – that doesn’t happen as often as it should. I also have to give thanks to Senator Lieberman for leading this bill through the Senate and working to get today’s bi-partisan vote.

Today was a great day for DC voting rights, but there is still work to be done. The full Senate will vote on this bill later this summer and we still need to convince a few Senators that the time to give DC a vote is now! According to our friends at DC Vote, Senator Lieberman has announced that the mark-up in the Senate Committee on Homeland Security and Governmental Affairs will very likely be Wednesday, June 13 at 10:00 AM in 342 Dirksen. This information is subject to change, so check back for updates.

They also ask to keep up pressure on Senator Susan Collins from Maine, as she is seen as a swing vote on the committee. How Collins votes on this bill next week will be very telling on a number of levels.

First, she’s seen as a very “gettable” Republican, so it will be an instant barometer of support from moderate GOP Senators - as will the votes of Warner, Voinovich and Coleman. So, if you know anyone in Maine, please send them to http://www.freeandequaldc.com


Second, it will say a lot about the actual clout Senator Lieberman has on this bill. Lieberman has
endorsed Collins for re-election in 2008 over Maine Democratic Congressman Tom Allen (who did vote for the bill in the House and has been a friend to the District). If Lieberman can’t deliver Collin’s vote, then it calls into question what votes he can actually deliver. On this issue, Lieberman is a good friend to have, so let’s hope he can close the deal on some GOP members.

The Senate’s Majority Leader has given a green light to bring the DC Voting Rights bill to the floor of the Senate if it passes a key committee next week. This is great news, now we just need enough Senators to pass the bill.

The Hill’s Kelly McCormack has a good article about this development.

“Moving this ball down the court means moving it out of committee and onto the floor,” Reid said at a press conference with the D.C. Council, Mayor Adrian Fenty, Sen. Joe Lieberman (D-Conn.) and Del. Eleanor Holmes Norton (D-D.C.). “I intend to do that,” Reid said.
