A set back today as the DC Voting Rights Act only got 57 vote - 3 short of the 60 it needed in the cloture vote.

D.C. Vote Bill Dies in Senate

I’m very upset that Democrat Max Baucus voted against it. I’m happy we got 8 Republicans to vote with us (Hatch, Bennett, Voinovich, Coleman, Snowe, Collins, Lugar, and Specter).

But you know who I’m going to work like hell to remove from the Senate? Mitch McConnell. He put the strong arm on a number of Senators who were going to vote with us, but changed their minds before the vote. We thought we had Smith. We thought we had Cochran. I hope everyone in this city will work with me to make sure we Ditch Mitch! I’ll have more information on this later. (link updated)

I have to thank DC Vote for all the work they’ve done. In my advocacy work on a number of issues, I’ve learned there talkers and there are do’ers. The group at DC Vote is a bunch of doers…and we’ll all be back an get it done.

Yesterday there was a hearing in Lieberman’s Homeland Security and Governmental Affairs Committee. For anyone who follows this stuff, it was your standard fare. A lot of the same testimony from the same people.

I really liked Norton’s testimony. This is woman was definately not going through the motions. She even brought up the Colbert Report’s joke about her and Tom Davis having an affair. (Here’s the clip from the show.) Jack Kemp was awesome yesterday, and I think he will play a key role in getting the fence sitting Republicans to side with the bill.

I wanted to hear how GOP Senators Collins, Warner, and Coleman were going come down on the bill, but alas that did not happen. I was especially curious about Collins as Lieberman endorsed her and is raising money for her - much to the chagrin of the blogosphere.

Liberman says they’ll be a mark-up sometime after Memorial Day recess. Stay tuned…

Today the U.S. House passed the DC Voting Rights Act. It was an historic day as it was the first time since the 70’s that the House has passed anything related to giving the District a full vote in the House. The bill passed 241 to 177, and the companion bill that would fund the new seat passed by a vote of 216 to 203.

I have to give credit to DC Vote, Jake Kemp, Congresswoman Norton, Congressman Tom Davis, Majority Leader Steny Hoyer, and Speaker Nancy Pelosi. Together they the made sure this bill was re-introduced in this Congress, overcame the numerous hurdles thrown at it, and ensured it passed the necessary committees and the full House chamber.

I echo the statement made by Mayor Fenty:

“This is a great and historic day for the residents of the District of Columbia. I look forward to the continued success of the D.C. Voting Rights Act and urge the Senate to take up this important legislation immediately.”

The next steps are getting it through the Senate and, of course, getting the President to sign it. But for now the victory is the House is something to savor.

Despite the wind, cold, and rain thousands of people showed up today to march and demand a vote for the District of Columbia in the House of Represenatatives. We heard from Mayor Fenty, Chairman Gray, and Delegate Norton - all of whom gave fantastic speeches on the issue in front of a very enthusiastic crowd. The weather cut short the time for eloquent remarks that would have been made by the Shadow Delegation, but I’m not one to have people stand in the rain.

Afterward we had a nice reception in the Dirksen Senate Office Building hosted by Senator Lieberman. I used to intern for him back in 1989, so of course he remembered all the great work I did stuffing envelopes and answering phones. (Just kidding…but I did hang up on his wife in the first hour of my internship. Way to hit the ground running in DC!).

Senator Lieberman has been a huge champion on this issue and I know his leadership in the Senate will get this bill to the desk of the President. And if he doesn’t sign it, we’ll take to the streets again and march the other way on Pennsylvania Ave!

A tip of the hat to DC Vote and all their coalition partners in running such a smooth event. The people came out in force today, and it will make a difference.

Great news from Capitol Hill today. The House Judiciary Committee passed the DC Voting Rights Act by a vote of 21-13. The bill is expected to go to the full floor sometime late next week. Most people, myself included, expect it to pass.

I was in the hearing room today during the mark-up, and it was entertaining to say the least. I have to take a minute to thank Representative Mike Pence (R-Ind.) who joined Democrats in voting for the bill. He also promised to help pass it in the full House.

According to the Washington Post, he told Delegate Norton his support was “heartfelt”. I know I speak for everyone in the District when we thank him for his vote and welcome his help for final passage. I hope people back in his district give him credit for this vote as well.

It’s been quite a week for this issue with a hearing and two successful markups from key committees. It took a lot of work from a lot of people to get us this far…but we are nowhere near having this thing signed, sealed, and delivered. When it passes the House, we still need to get it through the Senate and that’s gonna take work.
